"Monitor and NHS England’s long-term aim is to develop a transparent, flexible and accountable NHS payment system that rewards good-quality, efficient care that delivers the best possible outcomes for patients.
The proposed changes to the 2015/16 National Tariff Payment System are designed to help maintain financial discipline while promoting quality high-quality care for patients in tough economic conditions.
Healthcare providers and commissioners are encouraged to respond to these proposals in order to influence the final national tariff which will be published later in the year."

The Royal Free London NHS Foundation Trust has set up a programme to implement QIPP across the trust. This blog, delivered by the RFH Medical Library, will highlight latest papers about QIPP to support the Trust as they carry out this work.

Working to make the payment system do more for patients
"The main context for our work over the next year is the need for new and sustainable patterns of care that can do more for patients. Here, we describe how we are working towards a longer-term redesign of the payment system that will help meet that need, and how locally-led innovations encouraged by the 2014/15 national tariff are a first step in that direction."

Towards an NHS payment system that does more for patients
"If commissioners pay providers of NHS services too little, they won’t be able to afford to give the high standards of care that patients need and have the right to expect. If commissioners pay providers too much, they may lose focus on keeping their costs under control. We also won’t get as much care as we could for the amount of taxpayers’ money that is being spent."

How can the NHS payment system do more for patients?
"Part One of this document gives the context for this discussion and Part Two describes the development of the NHS payment system to date. Some early ideas on how to design a payment system for the longer term are set out in Part Three for discussion with the sector, with a view to publishing a long-term strategy incorporating stakeholders’ contributions by the end of the year."
